Chris KollerPresident, Milbank Memorial FundChristopher Koller is president of the Milbank Memorial Fund, a 116-year operating foundation that improves population health by connecting leaders with the best information and experience. Before joining the Fund, he served the State of Rhode Island as the country’s first health insurance commissioner, an appointment he held between 2005 and 2013. Under Mr. Koller’s leadership, the Rhode Island Office of the Health Insurance Commissioner was nationally recognized for its rate review process and its efforts to use insurance regulation to promote payment reform, primary care revitalization, and delivery system transformation. The office was also one of the lead agencies in implementing the Affordable Care Act in Rhode Island. Prior to serving as health insurance commissioner, Mr. Koller was the CEO of Neighborhood Health Plan of Rhode Island for nine years. In this role, he was the founding chair of the Association of Community Affiliated Plans. Mr. Koller has a bachelor’s degree (summa cum laude) from Dartmouth College and master’s degrees in social ethics and public/private management from Yale University. He was a member of the National Academy of Medicine’s (NAM) Health Care Services Board from 2014 to 2019 and has served on NAM Committees on Essential Health Benefits, Integrating Social Needs Care and Implementing High Quality Primary Care. He has also served in numerous national and state health policy advisory capacities. Mr. Koller is a Professor of the Practice in the Department of Health Services, Policy and Practice in the School of Public Health at Brown University. |

Gloria SachdevPresident and CEO, Employers’ Forum of IndianaGloria Sachdev serves as President and CEO of the Employers’ Forum of Indiana, as Clinical Associate Professor at Purdue College of Pharmacy, and Adjunct Assistant Professor at Indiana University School of Medicine. The Forum is an employer-led multi-stakeholder healthcare coalition whose aim is to improve the value of healthcare provided in Indiana. Her primary foci these days are hospital price and quality transparency, value-based health benefit & payment strategies, and health policy. She serves on several boards including the Board of Governors for the National Alliance of Healthcare Purchasers Coalition and Hoosiers for Affordable Healthcare. For fun, she serves as course director of Health Policy at Purdue, takes her dog on long walks, and plays board games with her 3 teenagers & husband. |

Eliot FishmanSenior Director of Health Policy, Families USAAs Senior Director of Health Policy, Eliot Fishman leads Families USA’s policy analysis and advocacy agenda development at the state and federal levels, working with the policy department and other members of senior leadership. In this capacity, he leads Families USA’s analytical and policy development work regarding universal coverage, transformation of health care delivery and payment, and achieving equity in health care access and outcomes. He directs major initiatives defending Medicaid at the national and state level; seeking to leverage system transformation to drive health equity; and building a national coalition around fundamental reform of prescription drug policy. Prior to joining Families USA, Eliot served at the Centers for Medicare and Medicaid Services, as Director of the Office of Policy in the New Jersey Department of Health, and was a Principal at Health Management Associates, a consulting firm specializing in health policy issues for low-income people. Eliot received his Bachelor’s from Harvard College and his Ph.D. from Yale University. |

Lucy HodderDIRECTOR OF HEALTH LAW AND POLICY, PROFESSOR OF LAW, UNH FRANKLIN PIERCE SCHOOL OF LAW, INSTITUTE FOR HEALTH POLICY AND PRACTICELucy Hodder is the Director of Health Law and Policy Programs at the University of New Hampshire, Franklin Pierce School of Law and the Institute for Health Policy and Practice, and Professor of Law. She developed and oversees the Certificate in Health Law and Policy program for law students and teaches a variety of health law courses. Lucy’s research projects are focused on developing sustainable and patient centered health care coverage and delivery systems. She has practiced law in New Hampshire for almost 30 years. She most recently served as Legal Counsel to New Hampshire Governor Maggie Hassan and her senior health care policy advisor, working with the Governor on initiatives to expand access to health, mental health and substance use disorder services and coverage for New Hampshire citizens. Lucy is an experienced New Hampshire health care, regulatory and employment attorney. Previously a shareholder in the firm of Rath, Young and Pignatelli, P.C., and Chair of the firm’s Healthcare Practice Group, Lucy assisted providers and businesses navigate the changing health care environment. Prior to private practice, Lucy served as an Assistant Attorney General in the New Hampshire Department of Justice and began her practice in the San Francisco offices of Brobeck, Phleger and Harrison. |

Jo PorterDirector, Institute for Health policy and practiceJo Porter, MPH, serves as the Director for the Institute for Health Policy and Practice. She co-chairs the All-Payer Claims Database Council (APCD Council), a partnership program of the National Association of Health Data Organizations and IHPP. Jo has a Bachelor of Science in Microbiology, with a minor in Health Management and Policy, graduating Summa Cum Laude from the University of New Hampshire. She earned her Master of Public Health, with honors, with dual concentrations in Epidemiology/Biostatistics and Social and Behavioral Health from Boston University. |
